Partner Europe blog provide their top 10 European hotel list.

Park Hotel at the Alexander Platz, by werkunz1
There are very good descriptions of the hotels voted in the top 10, with some great attention to detail, e.g. the innovative double toilets at the rooms of Auberge De La Quatr’heurie in Beze, France.
Other notable top 10 hotels include the Les Tourelles in Le Crotoy (France), Abbaye De Valloires (France), El Juncal in Ronda (Spain), Hostal Del Sol in Roses (Spain) and Finca Buenvino (Spain).
The authors also very sensibly point out that the most expensive hotel is not always the best.
I have every reason to believe that the suggestions made include good insights and research in French and Spanish hotels, but surely there must be some hotels in other European countries that should make it into the top 10. For example, one could also see the more representative (in countries, at least) 10 best European hotel list provided by hotelbook, while ‘best’ could also describe places like the Radisson Hotel in Scotland’s Glasgow, which has won a “Best Hotel” Architectural Award out of 21 countries in Europe. In the case of London, see insider tips on top hotels.
At any rate, with all the information available to the consumer nowadays, hotels need to keep trying very hard indeed to achieve, then remain at the top of their class!
