Hamburg, the second largest city in Germany, has more canals than Venice. Hamburg really is a city of water as it’s bordered on either side by two lakes and the River Elbe is close by.

There are several restaurants and cafes in the Alster Arcade (under the white arches on the left on the photo above) from which you can admire the Town Hall and views over the water.
